That the Finance Committee recommend to City Council: Whereas in 2019 staff supported the strategy of trying to improve the City’s competitive bidding process; and, Whereas the attempt was made to have the amount for individual capital project items kept confidential; and, Whereas the CAO and Council agreed to reverse the decision related to confidentiality; and, Whereas at the same time Oshawa CAO wrote that staff still support this strategy and this should be an item for a delegation with the Province and AMO and that a further consideration be made at Finance Committee for future budgets. Now therefore Staff report back on giving consideration to bundling capital project costs and a way to keep individual projects confidential to further the City’s competitive bidding process and request the Province and AMO for support.
