That the Community and Operations Services Committee recommend to City Council: Whereas staff from Municipal Law Enforcement and Licensing Services and Community and Operations Services have completed a review of Winter Access By-law 92-2009, as amended (“Winter Access By-law”) to identify potential operational and safety-related concerns for residents clearing their sidewalks and windrows of snow and ice; and, Whereas staff recommend that the Winter Access By-law be amended to further clarify requirements for property owners to not only remove snow and ice from sidewalks, but to take additional measures where surfaces remain slippery, including the repeated clearing of snow and ice (including windrows) and the application of sand, salt, or other suitable de-icing materials to ensure safe pedestrian access; Therefore, be it resolved that based on Item CO-26-15 dated May 11, 2026, Winter Access By-law 92-2009, as amended, be further amended to establish additional clarification for property owners to remove snow and ice from sidewalks and the application of de-icing materials to ensure safe pedestrian access, in a final form and content satisfactory to the Commissioner, Community and Operations Services Department and the City Solicitor.
